History

Before becoming a full agency, BASOVCA operated as an Orphans and Vulnerable Children (OVC) Unit focused on coordinating limited support services for vulnerable children within Bauchi State. As the number of affected children continued to rise due to HIV/AIDS, insurgency, poverty, and communal crises, the need for a stronger and more structured institution became increasingly important.

The was officially established through an Act of the Bauchi State House of Assembly. The agency was created to coordinate and implement policies, programs, and interventions for orphans and vulnerable children across the state.

Following its establishment, BASOVCA was upgraded from an OVC Unit into a full-fledged agency operating under the direct supervision of the Executive Governor of Bauchi State. This strengthened accountability, transparency, and service delivery while expanding the agency’s operational reach.

To improve grassroots participation and service delivery, BASOVCA established a statewide coordination structure involving: 20 Local Government Area OVC Focal Officers, 323 Ward OVC Leagues, 6,323 Community Mobilizers. These structures enabled the agency to identify vulnerable households and extend interventions directly into communities.

Over the years, BASOVCA broadened its intervention programs to include: Education support, Healthcare access, Food and nutrition assistance, Child protection services, Shelter and care support, Psychosocial support, Household economic strengthening initiatives

To strengthen service delivery, BASOVCA established and managed key institutions and facilities, including: Amb. M.C Abubakar OVC Technical College Bauchi, BASOVCA College of Home Economics Misau, BASOVCA Orphanage Home, Skills Acquisition Centres in Bauchi and Zaki LGAs

During the 2023/2024 OVC General Registration exercise, BASOVCA recorded 108,539 orphans and vulnerable children in the state database. Out of this number, 4,013 children from 810 vulnerable households were enrolled into the BASOVCA OVC Information Management System for targeted interventions and support services.

Today, BASOVCA continues to serve as a beacon of hope for vulnerable children and caregivers across Bauchi State. Through partnerships, policy development, and community engagement, the agency remains committed to building a future where every child has access to education, healthcare, protection, and opportunity.
